I have recently joined a company as a contracts administrator for a commercial builder. A month later we have become short on site managers and I was asked to site manage on top of being a CA. My manager said that he will have a discussion with me regarding a raise. It has been one week and I followed up with him today via email. He said that he hasn't seen me hence the convo hasn't taken place. Couldn't you teams call me or get on the phone with me? I am very angry as I feel like I have been stiffed. What should i do?

Nah, this was more of a lesson- never take on extra work without having an updated contract.
Send an email with any appropriate dates/times for a conversation to take place, and let them know you will not be undertaking any tasks related to a site manager until this discussion has been secured and a appropriate raise has been issued.
They literally sprung it on me and I'm new... what can i do?
learn from this, and do what as stated above if they're still expecting you to do site manager work.
what is a managrt?
