What should I do to get a job going forward?

I'm currently applying for jobs on Indeed, as well as seeking out recruiting agencies. Only 2 out of the dozen I've contacted reached out to me, but 1 won't meet me again until December (they're government funded), and the other hasn't contacted me back since I applied to them in-person. I guess I'll register with other privately funded agencies in the meantime, as well as eventually consider applying for jobs on company websites. I can't go for other taxpayer agencies because that's forbidden.

I have also tried to directly apply to some places in-person, but either they state I lack experience or I need to give them a resume (too lazy to print). I've applied for data entry, office admin, receptionist, admin assistant, sales associate, cashier, stock associate, warehouse associate, general labourer, visual merchandiser, and a bunch of other jobs. I graduated from college and took computer programming, while I did take social sciences at university but never finished it so no bachelor's.
