Why do employers tolerate employees that work half as hard as the rest of the staff?

Because, they could try to do something about it and then prove how ineffective they are at altering the person's behaviour. And as a result lose the ability to put feat into ANY of the group of employees. Thus losing complete control. Most employers would rather ignore it like it isn't happening and hope the problem resolves itself by the person either committing a fixable offense that they can use to hang them. Or that the person will lose interest in the job altogether and just stop showing up.
That's a terrible employer.. I try my best to make sure this doesn't happen.. either the hard worker gets paid more or a promotion or others are warned that they'll be paid less if they work less
You say that like a lot of corporations give a shit. They don’t care who does what as long as teams are meeting the bottom line they tell then to meet. Most employees are meaningless cogs in a machine that makes a lot of money for a select few people
Usually these kinds of workers have relationships with someone important and can get away with being lazy because of it. it's unfair, drags down the team and ruins camaraderie.
It's incredibly poor management, too.

They don't care. They are there for a paycheck and will do the minimum
