Before the Great Recession the same problem existed. Schools were inundated with new students everyday and it greatly increased the need for Spanish speaking translators and free school lunches which meant that other programs had to be cut.
Once the Great Recession hit, many families went home to Mexico and Central America. Now they are back and teachers are voicing their concerns but no one is listening. Is it fair?
