I'm now 31 and I want to get an IT degree. It's not completely new to me - I've been programming and doing websites for small businesses since my teenage years. But now I need to get the paper. I just didn't have time to do it before. Is there anybody else here who completely changed directions of their lives/careers after 20s?

Yeah, it's not really uncommon.. Especially in something like IT, which while not an easy field to get into, is very lucrative and is a continuously growing industry, and therefore makes it accessible.. But 31 is still young, so it's not something that's really too out of the norm..
