Would you agree that the use of vulgarities is commonly the reflection of a poor education?

I was speaking with someone the other day. She didn't use profanities in the form of anger. It became part of her vocabulary. It was like she lacked the capability to form sentences using words that expressed meaning but without vulgarity.

In essence, every time she used profanities, she reflected the lack of a better education.
