Voldemort, he actually killed, is a sociopath, wants to kill even more and has a cult of Death Eaters that do his bidding for him. Umbridge, even if she does what she does with no reason, she is definitely more annoying than evil.

Voldemort. He ranks alongside Emperor Palpatine from Star Wars as one of the most realistic depictions a sociopath ever put to film (most fictional “sociopaths” more accurately resemble narcissists, who experience a broader range of emotions and are thus easier to write for). The other HP villains generally follow him simply out of cowardice or pragmatism. (Ax Crazy Bellatrix and Blood Knight Fenrir notwithstanding).

HP books were written by a large number of authors. It was quite literally authored and edited by a "committee" and was completed two full year before J. K. Rowling was selected from a small list of pre-chosen "authors" to have it published under her name. She gets fame and money out of the deal, but she has to come out and play her role in the public eye and more importantly, ON SOCIAL MEDIA. She has to say whatever they tell her to say, or she loses more than the money.
