Most 3D and video game characters, like Tifa, tend to look Asian and mimic real Asians. But most 2D anime people look white, to me. They don't have almond-shaped eyes, and their hair colors aren't black (the only colors full-blooded Asians can have). In fact, anime people usually have green, blue, purple, or pink hair "naturally."
I live in South Korea. While not all Koreans have the almond-shaped "Asian eyes," a good 90% of them do. Some of them have round eyes, so they look half-Asian or Asian/white mixed, and some of them have medium-dark skin, as if they're tanned. But they are all still Asian. They're just the minority.
This question was asked before, and Japanese and other Asian animators generally said "they don't think about things like Asian eye shape, and such. These features aren't important to them. They think more about telling a story." When asked more about it, they basically implied that this is how they see themselves on the inside. That they don't see, notice, or acknowledge "Asian" facial features or traits. Which also explains the unnatural neon colored hair commonly found in anime.
In short, it's a cultural and artistic choice to draw "white looking" anime characters. They also imply they think of some of the most beautiful people in the world, and they just happen to be white. Only the West, especially America, tries to make everything about race. Most Asian countries are homogenous.
Yes, Asian countries CAN be pretty damn "racist" at times, but it's more like xenophobic than actual racism. Most Asian cultures are very secretive and private, and don't like sharing their culture with others, even within the same continent. The Japanese, Korean, and Chinese are just as cold to each other as they would be to a black or Hispanic American. However, they don't see things in terms of "race" like more diverse countries do, such as the US.

They do not look "white" that is just merely a projection, biased view, nothing more. The father of anime culture is Osamu Tezuka who was inspired by Walt Disney (you know those big eyes?), it was pretty much characteristics that were common with Disney work, there was no ethnicity in there, even Astro boy does not really look like Asian person nor American/Slav/etc. They are Japanese, they do not draw "white characters" or Wester characters, that is, like I said, mere projection by people who see whiteness in them (till the point it is specified that said character is from those countries).
Also, they are simply simplified, you can fit millions of people that would somehow resemble said anime/manga character, because they do not really fit in any human bone structure nor said characteristics of Western/Europe/African/Asian person.

It looks anime. Which I know is Asians. But just judging on the illustrations, I think made conscious choice to make them more “general” looking for wider audiences.
