Should I introduce a new hero, or a new villain?

I already have seven heroes in my Neutron Girl book. Should I introduce a new villain or a new hero?

The character I had in mind is a hero who is like movie Sebastian Shaw. It's a female who absorbs most forms of energy to convert into super-human feats. However, I don't know whether I have room for yet another hero in my story. I seem to be neglecting some hero characters already, and if written as a villain, this character would require something special to defeat from all of the heroes working together.

Our first thought always shows a preference and usually it is the correct thing to do. If a hero was my first thought, I would find a way to introduce it in the plot.

Okay, so I'm going to make this character into a Hero, and I'll make a villain to be her equal and more. Every good hero needs a villain, right?

I'm over 3000 lines so far. I don't own a working version Word Perfect, so I need to download a free editor that does a better page format than Notepad. I hate how Microsoft charges $100 per year to use basic software now. What ever happened to buying something one time and just using it?

The new hero, Ayxa Alexandra, will absorb most forms of energy and convert it to super-human abilities.

The villain, Dylyn Dexter, aka "Lilith", will be a woman who is a middle tier Reality Warper who evolves to do almost anything imaginable, including parthenogenesis. She can also absorb energy. She can exist as fire, water, or any other element, and she can shapeshift, and solidify any liquid or gas, such as common air. it will require all eight heroes working together to defeat her.
