Tough call; English has so many to choose from. Off the top of my head, I think I'll go with "pissant". It's derived from "puissant", which means "powerful", and yet is a pejorative; there aren't many languages that even HAVE words that are both complimentary and dismissive at the same time.
Another good candidate: "septemfluous". It's a geological term meaning "flowing in seven directions", and is completely innocuous, but it SOUNDS like a vicious insult.

The word has its origins in a Persian fairy tale called "The Three Princes of Serendip," in which the three princes made frequent discoveries of things they were not in search of.
