It's obviously Green Goblin to say he dies right away and hasn't done much. But he's the Joker of Spider-man. He's the origin to Gwen's death, and the one who really got under Peter's skin the most.

Venom is more just iconic character himself than as a Spider-man Villain.

Venom, at least in the poll set. Green Goblin is his arch enemy. Green Goblin has been around since the 60's when Spidey was debuted and has done the most damage to Peter. Venom was introduced in the 90's, has acquired a loyal fan base, and considered to be his greatest rival.

Green goblin was a constant threat, but venom was more iconic because he is basically the vegeta of the spiderman series (supervillian turned superhero), and because symbiotes were considered a much larger threat than norman osborn, his green goblin persona, or oscorp was.

He is, but not as iconic as venom.
There are some timelines where green goblin isn't even in it, or has minimal impact.
Venom started out attached to peter, acting as a sort of inner demon and power boost, (while looking cooler than all his other suits) and no one in the spider-man series will ever be more iconic than spider-man himself.
Venom was so iconic to fans that he was made into a hero in multiple timelines, both while attached to eddie brock for the lethal protector comic arc, venom movies, and several video games, and while attached to flash tompson for the iron spider timeline and several cartoon and comic adaptions.

Venom also generally keeps getting new hosts, many of which are already characters that are almost or just as popular as spider-man, which boosts his popularity among fans even more (some including characters like wolverine, deadpool, mary jane, the hobgoblin, scorpion, and even the guardians of the galaxy at one point).

Also, in the timelines where harry osborn gets infected by venom and norman isn't dead, norman is forced to ask peter for help, showing that venom, at least in norman's eyes, is too much for him to deal with.

There is also a timeline where norman osborn's lacky (doctor octopus) creates venom using spider-man's blood, then he and osborn lose control of it and venom becomes a symbiote mecha suit hybrid attached to flash tompson as a member of the avengers in training spider team.
