It's not a wholly developed language, but it IS a surprisingly deep and functional one- the Gargish language from Ultima VI (and, weirdly, no other Ultima games); I even taught bits of it to my niece, to annoy my brother and sister-in-law. Also bits of the D'ni language, from Myst (and later games in the series, but I never played those).
Also, since your first image brought it up, this is the logo for the Wisconsin DMV:

and this is the logo for the Klingon Empire:

if Wisconsin was circular, you wouldn't be able to tell them apart. If Wisconsin starts annexing or selling land to other states, I think we've got real evidence that the Klingons have taken over.
I don’t. Well, unless you count Pig Latin. I actually use it fairly often in a mobile game app that has ridiculous censorship in its global chat pages.
But the Klingon meme may have started as a quote about German. I heard that years ago from a woman who actually did learn to say “I love you!” in German so she could scream it at people. And it actually was disconcerting! Ell oh ell!
