Joker is more fleshed out as the perfect opposite of Batman, thus a perfect villain for him.

Bane does endanger on a different level, but what he’s ultimately after always gets muddled. That’s the main point of a villain is to make them want what the main character wants. That gets the most conflict.

I always liked the Riddler best when I was a kid...
... but in practice I tend to be more like the Joker. Being the Riddler feels too much like hard work. Plus I have a tendency to erupt into uncontrollable laughter when people die ironic deaths.
