16mm scanned to 4K is not likely to be very good quality because 16mm itself is analogue and scanning it to a higher resolution will still keep the grain of the film. The same applies to 8mm tapes.
Furthermore, the tapes deteriorate with time. Depending on how and where they were stored, the quality of those tapes may be very bad. It would take a lot of work to digitalize those tapes and it would be quite costly to bring them up to good quality.
using a standard multiplexer will not get you anywhere near 4K. It will look like an old TV show,.
Even 35mm film is not as high quality as 4K.
