Where's the line between influence and plagiarism?

In this example, plagiarism would be if the music composer takes a series of music notes and transposes them over a longer period of time, say over 5-10 seconds with minor adjustments into a new piece of music, so as to make believe that the newly created piece of music is a new composition.
Influence would be the matching of repetitive music style of a group such as ABBA for example that composed most song in the very same style.
Nowadays, it is almost impossible to create new original sound patterns without being influenced by a previously released composition or without integrating a string of sounds very similar to those existing.
How long of a string of notes must exist in a new song and that are similar in tune with an existing composition before it can be called plagiarism is something that is probably defined somewhere.
Influence is being inspired by, plagiarism is using someone else's work and claiming it as your own
