So was order 66 an order or the Jedi?

If I recall correctly, Order 66 was a contingency for a total decimation of the Jedi Order in event of rebellion. There were also similar orders directed at droids and the Senate, presumably given their own numerical designations. I have no idea if Disney kept it this way since they canonized that stupid biochip subplot.
