The big issue for me is, they're just not even sure themselves what "a fair chunk enough of people want who'll actually watch or pay for the content' versus the masses of audiences who "may watch the content may pay for the content but will they actually, that's the question lol versus the actual interested film person or tv person" - that old wisdom of "know your target audience and how"

Okay, agendas aside, simple economics:

Pixar and Disney Animation Studios typically spend about twice as much on production, and a comparably high amount on marketing compared to their most direct competitor, DreamWorks Animation, and often an even greater disparity compared to foreign studios. However, they almost never actually make double the ticket sales due to the simple fact that kids movies are kids movies, and parents don't typically only go to one but not the other. Furthermore, the general quality of both Pixar and Disney's products has declined to the point that there isn't really anything special about them, especially from a writing standpoint. This is in part due to moral ambiguity, and also because most of their movies now are pitched as a series and condensed into a movie, which also contributes to abnormally high production costs.

On the live-action side, aside from bad writing and mediocre casting that don't have the gravitas/stardom to draw crowds on their own, they are getting crippled by having to re-shoot every movie, in some cases (such as Captain America 4) multiple times. The claim that the movie costs $180M is absolute nonsense; it's really closer to $450M and that's before factoring in marketing costs. The result however is a series of movies that have been an absolute mess from a writing standpoint that could easily be avoided if they'd just stop greenlighting bad scripts and waiting until getting poor reviews to

The third issue is streaming. Most people who are fans of Disney are paying for the app, not going to theaters, and the app still hasn't been profitable for the company. The streaming model only works for basically indie or low-budget projects, not wannabe blockbusters.
