Eventually you need to be in a place with studios and film/tv industry but you could work your way up to that doing smaller stuff. Just about everybody going to casting calls has a mile long list of prior experience. Nobody is getting the good jobs with zero experience.

That said... you are 30+. Best time to do this was starting at say 10-14 or something. Not saying you can't but your competition of the same age will have more experience. You will be fighting an uphill battle on top of the usual challenges people face.

Other thing is... never, ever do anything you can't look yourself in the mirror afterwards. Never do a role you think will taint your future reputation either.

LA really, but if you don't want to pick up and move, you can start on YouTube and get noticed. If agents are calling you it's a lot better than having to chase them down. Eventually you will have to be in LA at least a lot of the time. New York is mostly where the business-end of things is done, and more serious work like books and theater and dance and opera and classical music.

If you want to pursue a career in entertainment, you can work pretty much in any city but you will need an agent to get you work and if you want to get into larger entertainment productions big cities like Manhattan or Los Angeles are good places to start looking.

It's the internet age. You can have a successful showbiz career without ever leaving your house. I don't know what kind of showbiz-ing you want to do, but you can make a lot of money doing comedy, or making music, or just talking about random topics. Acting would be harder to do on your own, but you'll be more likely to get hired as an actor if you build a following online.

So no, you don't need to move to NY or LA.

I am not an insider, but thee are plenty of people out there making money. There are a lot of youtubers out there who make money. Ryan George is a favorite of mine, and I think he has a few videos about "behind the scenes" stuff.

Do you know what kind of entertaining you would like to do? Someone on youtude has probably made him/herself a millionaire by doing that.

Kepp in mind, youtube now brings in more money than Hollywood.
