Why does Hollywood make movies with such expensive budgets? ?

There are films that fail simply because they have a very high budget. And they are not special or innovative films. I don't understand anything about filmmaking, but even if I don't understand it, I can see that many good films would not fail if the budget were smaller.

To name some obvious things, there are bloated writers rooms with way too many people involved, "experts" like "COVID compliance coordinator" that get paid huge salaries that don't need to exist, badly overpaid actors who aren't stars (the concept of the movie star who can singlehandedly draw people to the movies is almost dead... There's about three left and they're all getting old), plus the existence of streaming has nuked the box office from orbit. A major problem with the streaming model is that it relies on cheap quantity over expensive quantity in order to be viable, which works for a lot of indie films and foreign studios, but not the big American ones. I suspect there's also money laundering happening because US studios such as Disney are constantly lying to the public about both the costs and the number of tickets sold. Two standouts in this regard are Captain Marvel and Captain America 4. The first Marvel was touted as a big success, but there were multiple instances (mostly in California) of "sold out" theaters that barely had anyone actually in them. Captain America 4's real budget was about 50% higher than what they're publicly admitting. In fact, a lot of American movies lie about their budgets because they usually exempt marketing costs, but this one went through multiple rewrites and reshoots, which has become a common practice even though it used to be unheard-of.

It costs around $80 million to make a studio movie these days, which means a quality people would want to see and would make money for the studio. Movie studios are hugely expensive to run, especially when most of the movies they make don't make a financial return. When you add Marvel or Avatar or some other big franchise, that cost goes to $200 or $300 million, for them to be able to make $1 billion or more.
