Both, China and Japan make the best horror movies but I avoid watching horror movies anymore as they give me nightmares 😭 But yeah, I liked their horror movies more than hollywood ones

I would not say scary is best but European countries and American countries and possible South American countries make the scariest movies. Asian movies tend to be low drama and less scary because Asians do not like scary movies.
