The premise of the show was conceived of before the decision to cast a woman as captain, so I sincerely doubt it.

Janeway was originally going to be male, and the plot of Voyager being lost in the Delta quadrant was intended to distinguish the show from The Next Generation, which already had the concept of exploring the Alpha Quadrant, and Deep Space 9.

The decision had nothing to do with the captain being female.
