People in the cities.

Think of it, you don't produce what you need to survive yet there's a lot of you. Where is the food going to come from? The rhural areas are going to use it themselves.

Then to make things worse things will probably get violent since your now all in the same predicament and everyone around you turns into survival mode. I don't think cannibalism is excluded when there is nothing else to eat.
