Why is ballet considered an art form but belly dance is just a dance?

Ballet as I understand it is a very disciplined for of dance that takes heavy dedication and lots of training to be proficient at it.

Belly dancing not so much. This is my very amateur understanding of the two.

I believe they are both an amazing deal that humans put time and effort into to perfect this art form. Anything can be art to the right human.
