I don't think I've seen the Untouchables film so he might have, but I don't understand the connection between the films.
They probably have the same theme, you could say that about most films.
But the series the "Untouchables" came out in 1959 and the film "Once Upon A Time In The West" came out in 1968, so it's more likely Leon's film is modelled on "The Untouchables".
Regarding your update, I agree De Palma must have seen the film, and was impressed with the mouth organ, the tune, and the effect it created in the film, so included it in his film, probably expecting everyone to have forgotten about the previous film.
