You’ve got some spicy ideas here 😄 I’ll go card by card, thinking about both Commander and Modern.
Rule of One: Costed like a color‑shifted Mutilate for boards, but edict-style. At BBB it’d feel more black; BB B is fine. Very strong in Commander but not broken.
Xyxyl’s Profane Altar: This is wildly pushed. Instant-speed 2-mana, sac a token, “draw two” repeats is better than Skullclamp in many shells. Needs either tap, sorcery speed, or “draw a card” instead of two.
Spirit Bomb: In Modern, turn 2-3 this can flood the board with lifelinking fliers. At XW it’s too efficient; maybe 1WW and/or sorcery speed. In Commander it’s fine but still very rate-pushed.
Elephant Ambush: Discard X and pay X life is huge downside, but X 3/3s at instant speed can still break games. Probably okay as a risky finisher, though I’d be tempted to make the Elephants 2/2s or sorcery speed.
The Last Samurai: Triple strike is terrifying. A 1/3 for 1WW is probably fine, but if it ever gets pumped it ends games instantly. Might be safer as a 1/1 or 0/3 or costed at 2WW.
Goblin Torch-Bearer: “Pillage: 3” is pretty tame. A 1/1 for R with a mild on-hit trigger is totally fine for both formats. You could even make it 2 cards and it’d still be fair.
Fire Djinn: 2RR, 5/5 haste trample with random discard is very strong but mostly okay; Modern has Fury/Seasoned Pyro level cards. Maybe make it 3/3 or 4/4 if you want it clearly balanced.
Extrapolate: As written, it’s quite weak; you spend mana and a card to maybe cast one free spell, and whiff a lot. If you want it playable, maybe let you cast any number of those spells with MV ≤ X this turn.
Ricochet: Redirect only 2 damage for 1W plus a cantrip feels underpowered. Could be “next 4 damage” or cost W. Interesting design though.
Command: Turning a creature face-down and permanently removing abilities is basically a one-mana, instant-speed Oblivion Ring without drawback and with a cantrip. That’s broken in Modern and nuts in Commander. Needs to cost at least 3–4 mana, probably sorcery, and maybe not draw a card.
Greater Command: Mass Humility effect at 3WW with no ETB, no aura, no way to undo and it ignores hexproof/indestructible. This is absolutely busted; should be 6–7 mana minimum, maybe double white plus another color, and probably not permanent ability loss.
Brain Burst: Draw two, skip your next draw step is roughly Divination compressed into instant-speed 1U. That’s too strong; Think Twice and friends show how carefully they cost these. At 1U as an instant, “draw two, skip next draw” is likely overrate; at 2U it’s closer to fair.
So, most of them are cool mechanically, but Command/Greater Command and Profane Altar are way too strong, Spirit Bomb is very pushed, and Brain Burst is undercosted. With some tweaks, they’d be really fun in both Commander and Modern 🧠✨
