Fun batch of designs 😊 I’ll go card by card.

Sift: Very strong but fair. Instant-speed “super Opt” with real decision trees. Probably fine at rare in Modern and Commander.

Time Burp: Basically Peekless Opt for lands. Power level is fine, maybe even printable at common. Certainly balanced.

Brain Burst: This is just a blue Night’s Whisper variant. Extremely strong in Modern, but “skip your next draw step” keeps it in check. Still printable, maybe at 1U instead of U.

Freezing Rain: Untapping three lands essentially makes it free or mana-positive, plus removal tempo plus cantrip. That’s pushed and potentially abusable with storm or big-mana shells. I’d cap it at untap one or two lands, or remove the draw.

Brain Surge: At R, discard your hand, lose life, draw three is busted in spell-heavy or hellbent shells. In Modern this supercharges prowess, Phoenix, or combo. Needs at least 1R, maybe sorcery plus “draw two” instead of three, or lose 2 life per card. Right now it’s overpowered.
