Why is my little brother so unmotivated and lazy?

My 17 year old brother is a smart a**, lazy, unmotivated, ungrateful brat. The ONLY thing that does motivate him is video games. He sleeps all day (except for when he's eating) he has no hobbies or extracurricular activities either. His main chores are taking out the trash and cooking, and will only do either one after being yelled at repeatedly by mom. The only one that he does listen to is our older brother (he's the only one that WILL hit him if he doesn't listen). Whenever our mom asks him to do something or help clean up HE will tell HER to stop being lazy (he DOES know that our mom has diabetic nerve pain and fibromyalgia). I'm the one that takes care of mom the most to make up for my brother stressing her out. I hate cleaning but will do his chores in order to not stress mom out. He just doesn't care if the house looks good or not, he doesn't get embarrassed when people come over and see a mess, it's like he doesn't take pride in anything. I lose motivation and will shutdown because he just ends up undoing all of my work in helping to keep the house in order. I hate cleaning up after him or cleaning anything that he can clearly do himself. I only feel motivated when he's gone cause when he's back he takes advantage of me wanting the house to look nice. He knows I do his chores when he's gone and when he comes back he expects me to continue doing what should be his job. I just don't understand WHY he is like this, how can I fix him? Sorry for the long details, I don't know how I can make the situation better!
