Why does my little brother have such contradictory behavior?

Hi I've been curious about my little brother for years now even though I've known him since he was a baby he's been a mystery for context he's the youngest of 3 I'm 32 my little sister is 29 and he's 26 yet he acts so strange what I mean by that is he'll often times do anything he can to help others he'll always say remember there's no shame in asking for help showing your emotions or expressing yourself your human your meant to and don't let anyone tell you otherwise. Yet he is always quite has a constant scowl won't show emotions or ask for help even when his whole family can tell he's going through something and when we offer help he gets angry and says. I'm fine I don't need help I'm not weak. Anytime we bring up the contradictory to him he always says. Do as I say not as I do. He's been through a lot to be honest growing up our dad treated us completely differently my sister and I were allowed to be ourselves while our dad pretty much trained my little brother for the military from a young age he never served though do to his poor health. I guess what I'm asking is why is it my brother contradicts what he says like he's the exception to his own rules?

My little sister and I confronted my brother again half an hour ago and he told us some of the things dad would tell him during his training... This is what my dad told him. Remember your job is to make sure those around you especially your family is okay. You do what you have to do the jobs done no matter what. And finally. Remember you job comes first you and you are expendable if it means the job gets done.
