I looked on her phone & found out some guy was messaging her sexually
i scrolled up and saw that he sends her dick pics
I didn't see any pictures sent from her though

I thought maybe he was harassing her but she was being sexual back with him
this is hard to talk about, but she was saying she wanted to do things to him...

very nasty things they talked about doing, should i tell our mom? I don’t think I’d be able to handle it the right way

There is a difference between guidance and punishment/judgement. She is a teen and they tend to get sexual at this age. Talk to her about this and find out the guy's age and if the guy is an adult call the cops but if he is underage then it becomes more complicated on how open you and your mom is with her behaviour because if you try to punish her by grounding her or taking her phone, any judgements on her character will further drift her away from both of you and she will hide more and more about her life until she gets into some real trouble.

As a brother you have to explain to her of any consequences ( not like a punishment but actually consequences) for any mistakes she makes because if you let your mom to handle it it won't work because you are closer to her age she will be more comfortable in talking to you also the tone of conversation is important and you should talk to her as a friend.

Stop freaking out like you weren't sexual at all in your teens.

I would recommend letting your mom handle it. Or the police. I thought sending nudes was illegal, as it can make people look bad. For example, A man sends a nude to a lady and the lady shows all her friends and now his nude picture is everywhere and people laugh at him.

Girls at that age are curious and the last thing they need is their mother getting in the way of a life learning experience.
There is a girl I know and she is just now wanting to talk with guys more, all I do is keep an eye out for who she talks to and I would only get parents involved if something really really bad was happening.
I can't even get my parents involved in my life even buying the things I need they'd say no. But that's my parents I don't know how your parents are.

The question's a bit misleading. You say she's sexually active but all you have evidence of is that she's been sexting with some dude. Very different. First, start a conversation that you both can easily get into. Check on her in general like a normal conversation. Then ask her how was school and see what she says. If she's is less talkative, then that is a red flag. If she is immediately alert, another sign. If tensed and brash with her body language and words, she is getting defensive and therefore she is hiding something.

Ask her if she made any new friends. Then get specific from girls to guys. Ask afterwards if anybody bothered to talk to her. And if so. Who? Stick to that conversation if it's a male. Ask about the male, and about him in general. Then narrow it down. You will get the hang of it. Don't show weakness, be firm before she suspects something. Especially if she is on her phone. Make sure she isn't holding her phone on her during the whole convo. She can easily erase those messages. Overall speak with your mother in private first.

Talk to her first, help her find the courage to talk to your mom. Sex talks are awkward but eventually everyone you know will be doing it. It might prevent her from getting an STD or end up being pregnanat & not ready.
