When you do a DNA test, do you think it accurately reflects all of the different heritage you have?
Of course it doesn't.
DNA tests can only show what a small percentage of your ancestors have contributed to your genetic makeup. It doesn't mean that 22% of your ancestors are "White". I means that 22% of your genetic makeup is in common with those people we associate with the European peninsula.
It doesn't say which part of your code or which features will be prominent.
As you can see, all of these "Black" people have higher percentages of European DNA than you. African-Americans have significant European DNA. And we always will.

DNA tests are bases one the theory that the majority of people that originated from a arbitrary section of the world at an arbitrary time she the same genetic phenotype. It fails because people moved around even at ancient times, there are certain African phenotypes that match with caucasian phenotypes but are in fact just as naturally dark skinned as other African groups. So take what is telling you with a grain of salt.

Could it? Yes of course. There's no way of knowing from your result *which* genes are European. If they were the ones controlling skin color, facial morphology, eye color, and hair type, you would be indistinguishable from a European. Instead you likely have them scattered around.
My understanding is that what we define as races are not supported by DNA evidence and that its not possible to say a black person is this a white person is that because there are so many differences the things that we put importance on are irrelevant, genetically speaking.

DNA is extraordinarily complicated. So complicated I didn't get into it because I felt too far beyond my knowledge and comprehension. But upload your results to gedmatch. com and get started reading forums and background info.
