There's several reasons why she didn't invite you. Here's a couple of reasons possible for why she didn't.
She very well could be hungover and just wants to sleep or relax.
She's with a guy and getting fucked down for her birthday.
She just wants to spend time with family.
Okay, it is her birthday and so it is her choice as to whom she wants to invite. Logically speaking you should just accept this and not think too much about not being invited. Don't take it personally.

that's a tough one because you're the baby and she wants to go out and drink when you can't. still they could go to clubs or venues that allowed under 21's because she loves you, so i feel your pain
Yes, she's rude the least she could do is invite you over, after all, it's her 21 st birthday well, this has opened your eyes to see, there is better friends out there
