Eccentric, outgoing or crazy, is there a difference?

Yes. Eccentric means odd. Crazy means mentally or emotionally unbalanced. Outgoing isn't necessarily either of those. Outgoing could simply mean fun loving, adventurous and extroverted.

Eccentric is a term for unusual but harmless behavior. Outgoing is a term for very social, usually happy behavior which can be very charming. Crazy is a term for behavior you don't understand or approve of. None of these are professional terms.
