Is it poor form for a friend to say “I’m going to do x with y instead, you’re welcome to come” if you’d already made plans first?

Yes it’s poor form even if you know the people she’s hanging out with instead of you and she invited you as she made plans with you first
No it’s not poor form if you know the people and she invited you
