Would it be considered as a passive aggressive text when a friend cancels a plan without telling you? - My friend wanted to know, because she doesn't know what to say to her other friend

Yes that's very passive-aggressive. Be straight up. "Hey I missed you at the park yesterday. Did something come up? I wish you would've told me if you no longer could or didn't want to."
