It depends, but I think in our modern society people seem to be so busy that even if they want to show that they care they don't find time for it.

this guy was pursing me and we went on one date. A week later, i asked him if he would like to go on another date and he said he would if he could find the time, but he spends weekends with friends. Guess it's a brush off. I feel embarrassed asking him on date now
