Don't take the risk. If you're going to give the money, you might as well pay for the ticket and then hand it to her, that way you don't lose your money. It can be really dangerous. Have you met before? Have you video called? Even if so, I would still say pay for the plane ticket if you want to help out. But please don't just send the money through.

It's possible (have you met in person before? If not, it's even more possible). If the reason is to meet you, and you are ok with giving the money, I'd either say you'll visit her, or you'll buy her ticket directly to come, then you know you're money is going to that because you're doing it.
