Don't ask for the necklace. Just show him a picture and tell him you just saw this and find it adorable. It's OK to plant the seed, but don't get bent out of shape if he doesn't get it for you. If your mother doesn't trust online shopping for jewelry, take the picture to a local jeweler and ask what it would cost to create something similar. You can always buy it for yourself if you'd enjoy wearing it.

Actually this is Raksha bandhan. The sister ties a Rakhi (band) in her brother's wrist. It's like band of protection, a promise that brother will protect his sister and after tying the Rakhi the sister feeds her brother a sweet. After that the brother gives his sister a gift or cash. So that's how the whole thing works, this is actually an Indian Festival. The asker called it as brother's festival for better understanding.
