OMG! Who even does this? I hate the fact that she thinks she's more important than her own baby. I would pick the baby up and tell the mother that her baby is not a caged animal, he's a human being! I've seen little kids tied to polls before, I've said that the child is not an animal, the mother got mad but I don't care. Just because it's inconvenient for the mother to watch them, doesn't mean that you should treat them like an animal.

I pick up the baby out of the waste basket and maybe I can talk together with the mom. If not, I got a new baby! I always wanted one of those. I will feed it and tell my wife to change its diaper and everything.

It looks like the mother Is doing something and doesn't want the baby to wander around and get lost. I would be worried about the baby getting hurt with the metal and take care of him/her while mom is busy.

Who says she's the mother anyhow? The real mother might be out of picture, she may very well be the one taking the picture, and it may be Dad, babysitter, Uncle, Aunt, Grandma, Grandmother etc.
