He's your brother. It's how siblings are. My friend's son and his sister are always like, you look like a fat troll or something to one another and they laugh it off or say, ooo that's a good one. It's part of having a bro or sis.
On another view, it could be that he always get's bugged by his friends about you. Like they bug him and say, "you're sister is hot dude", and sh*t like that. So then he takes it out on you or something. Or maybe he is a bit jealous if he is younger than you. Younger bros are meant to torment their older sisters. It's a rule of nature LOL.
I'm sure, even though he says you're ugly all the time, he really thinks you're beautiful and loves you lots. It's just something a younger brother has a hard time sometimes saying to his older sister or sister.
He is being a total dweeb. It is time for him to back OFF -- way the f off. Did you see Scarface? It is a weird mix of protecing you and wanting you. Scarface ended in disaster for brother and sis. Calling you ugly is a way to try to control you. Does he have a GF? If not, tell him to go get one, and get his own life. If he does, tell him to spend more time pleasing her than picking on you. He is being a bully, and I would crack him in the face if I was there. You're older now, you date, and you're hot. Try to reason with him first. Tell him how much you don't want to hear this crap any more. If he keeps it going, I would get parents, uncles, aunts, even school officials involved. IT NEEDS TO STOP because it is very unhealthy for him and you.
Maybe, because HE'S YOUR BROTHER. My brother calls me a whore, when I'm obviously not one. He's your brother, it's his job to be mean to you and make you feel about about yourself. You just have to learn to ignore it.
Brothers do it. Because they don't want to know that you are growing up and they want you to remember you are always the little precious (ugly lol) girl in their lives. They are protective.

He doesn't mean it, he actually thinks that you completely dismiss it, I'm sure because the opposite is true of what he's saying. I did this to my cousin for years(shes lived with me forever, she's more of a sister to me). I always called her fat and ugly and stuff shrek and stuff like that and not to be weird lol but my cousin is pretty and she wasn't fat at all, and after literally years of doing this she put on like 10 lbs (still not fat, not even chunky) and was SOOO insecure about it and she told me it had a lot to do with me always busting on her I felt like suuuch a d***, because I figured it was obvious I wasn't being serious but apparently not. Lesson learned: girls are overly sensitive about these things
Both my older brothers, 21 and 19, think it's funny to call me ugly, a whore, lesbian, everything you can think of and they teamed up on me ect. I've learned this is what they do for fun and I got over it.
All brothers are curious about their sisters. I am sure I will get a ration of crap from people about this, but it's true. You're his kid sister so he is curious about you every way possible, Since he can't have you, he'll say things like that.
