It would certainly be the courteous thing to do. It's a bit rude if you can clearly see you've been added by her, and choose not to say hello. Her adding you is the "reaching out" part. So rather than making her do both the adding and sending the first message? If this is someone you want to talk to, then yes, you should message her first. I don't know if I'd go so far as to say "it's expected" or "necessary"... but... it's noticeable if you don't... and implies something about how you feel about her. So yea, send her a message.
