I used to grow a beard every winter and shave it off every spring. I used to sit my son on the washing machine we had in the bathroom and he would be fascinated watching me shave off the beard. He never was freaked out.
Because they can't recognize them but they also get confused because that man's voice sounds like their father which makes them miss their father so bad. Hence, they can't help but cry and look confused or look away from their now clean shaved father.
I think when a man shaves his beard, he looks more vulnerable and sexual than he did before and that might undermine a child’s sense of security and stability and guidance from their father figure.

Because they like the feel of Daddy's beard on their head when they puke on Daddy's shoulder. It's just not as much fun when Daddy doesn't have a beard.
Its an unfamiliar face, thats scary.
The baby is crying because a stranger picked it up, and the mother needs to protect it.
