There's a guy in my neighborhood who most girls think is ugly (I've overheard) & all I see him doing is his chores in his yard & his boxing workouts & eating by himself

Never seen him interact with of us (his neighbors)

He ignores us when he sees us (his neighbors) & especially the females

Is it possible for this behavior to not come off as creepy?

creepy is just another word for scary and what's considered scary is subjective

ugly people tend to be scary thus by extension they are creepy for no other reason than their looks. people can bring up behavior all they want but fact remains is that the actions of a good looking person is perceived much differently to the same actions as an ugly person. there are multiple studies that prove the Halo Effect and its polar opposite the Devil Effect

long story short, the only way for him to not "come off" as a creep is to improve his looks. fuck changing his behavior. he's done nothing wrong but people want him to be wrong for no other reason than he looks wrong.

Any person can come off as creepy depending on what they are doing. Don't necessarily have to be ugly.

However, it sounds to me like he feels ugly and therefore doesn't interact with people. Most likely people treat him differently so he just wants to be left alone. People can be mean.
