Paid by whom? If I want a child, I'd gladly welcome it even if I don't get any money from the government or the child's father but that's because I love children and if I feel that money I'm getting isn't enough, I'd just work or set up a small business to make sure I could easily afford everything the child needs and wants especially to pay for his schools and stuff.
