What would you do if you found out your child is a bully?

That's not a likely scenario. Bullying is generally about power, control, and status. It's learned from role models. If the values you grow up with are about getting ahead of your peers and you develop and affinity for dark triad personality traits as you develop, then you will likely be a bully. As is often said, getting along and getting ahead don't always compliment each other. So parents that are money hungry want to be famous or infamous, etc. are going to spawn bullies. If those sorts of things aren't important to the parents, then their kid probably won't be a bully because they will have learned that other things are what are important in life.

I have to found out what the issue is first. I would probably asked police to get involved and get them arrested and put them in a cell for a night, just to teach them a lesson. Give them a good scare.

My mum did it to me, when I threatened her by ripping up a book. I don't know about today, they might have words with him, or they might not do anything nowaday, as every thing in the UK and US is falling apart, and people are not staying in the police for a long time, and no longer than 5 years.
Today, what the police will do and won't do for you, is anyones guess now.

Well this is a tough one. Obviously this issue would take a lot of thought. I would examine if they have other issues going on or maybe its the friend group. No matter what it is their choice so a long discussion is required. Empathy for others would have to be a major topic. If all else fails removal of privileges would be the only option if reason does not work.

Pull them up and ground them. I would probably have them stand on the side of the road with a sign saying I am a bully and this is part of my punishment.
