My neighbor abandoned her cat, how to make her pay?

It’s being more than 14 days since she left her cat outside. I noticed a cat was crying outside for a few days until I found him. I have depression so lately I don’t go out. I’ve being feeding this cat for a while and during the raining days I was looking for him but he run away. I stayed out for a while to be wet like him even though I couldn’t find him. Today I found him again and hugged him then noticed his injured but when he saw her he went and begged her even though they look like they don’t want him anymore. I feel broke. I have a small dog but today I confirm he can be inside with me.

just care for the cat, please. love him, feed him, keep him warm. he is yours. animal abusers don't deserve another minute of your time

Keep the cat and yes I mean steal it, make sure to take videos of the shitty conditions she put her cat through and then take it, if cops show up for stealing her cat then take her to court and you have video evidence of her animal abuse

Or steal it and give it to a humane society or animal shelter and put it up for adoption, or let someone else have it which you can find people on local apps
