I once tried to talk to an old homeless man to ask if he needed any help since he was just standing in the middle of the road and looked completely lost and confused. The road was empty since it was the middle of the night but he was just standing right in the middle of it and not moving.

Then he looked and me and replied spouting complete gibberish. It didn't sound like a human language at all. Just weird sounds like, "Brarp nam-dam mooper is daarr foureein na" [I just made that up but it was complete gibberish like that] and he was slurring his speech. But he kept chatting to me in this weird gibberish and then I tried to offer an arm to help him off the road but then he pushed my arm away, dropped his pants down, and just started peeing right in the middle of the road.

So I was disgusted and just left but went to a nearby police station and reported that there was a homeless man just standing in the middle of the road who might need some help.

It was pretty off-putting! I think he must have had a serious mental illness though. Also when I got close to him, the smell was one of the worst things I ever smelled in my life.

Yeah definitely seems like a mental illness. What he did was not something a normal person would do even if he's drunk.
