Is it rude if someone only speaks if you speak to them first but you notice they don’t do that with everyone?

Kinda weird but not rude.
Myself has a rule when it comes to texting that I ain't the first the one to text, but that applies to everyone except a few that I've known for a long enough time I'm comfortable to text them first.
Mostly I just doubt the person wants to speak to me so I let them decide if they want to. Mostly I am correct, unless they have this rule to but they've already contradicted that by been the first one to text in the first place.

It could mean a lot of things. But whatever it means is thier deal, not yours. I wouldn't waste the brain power on it. All you can do is be cordial after that the ball is totally in thier court. And I wouldn't concern myself with it from then on.
