A couple of hours ago I was in town working. I work by a neighborhood and I heart what sounded like a little girl scream. I assumed she was just playing so drove off. Should I have called the cops in case?

It depends - time you heard it, (was it night time where you are? Or late into the evening? Is it a time where it would be uncommon for a child to be out?)
- location (was it near a park area? School?) sometimes kids scream with excitement when they are playing
- town / city (is it a "safe" city? Any recent reports of kids missing, or crime happening that relates to the area / time frame / event you witnessed?)
You can ALWAYS let the police know. Give the office a call, not their Emergency line but the active non emergency line, to let them know what you heard, where, time, and just give them a heads up in case. You never know, there could be a mother calling in to report a lost child, or a kid who walked out of the house with their sibling and got lost. Let them know just in case!
Yes, and you should still call the police.
