Should I have called the police?

Once after my 21st birthday I got a watch and I took it to the mall for re sizing etc. I was sat there waiting and something told me to turn around and so I did and I saw two men staring at me on the edge of the shop and they then looked at each other like "oh shit we just got made" and they start fast walking away. I feel like they were dodgy or possibly kidnappers or something.

I had something similar happen to me - I was walking out of the library and a very angry and malicious man who looked like he was mentally ill or drunk or addicted to drugs was screaming and yelling at me in a very angry way. I considered calling the police and letting them know a dangerous guy was roaming around a children's centre (library) but I asked about it on yahoo and they said it was my word against his so if I don't want to embarrass myself by raiding a faulty alarm I should keep quiet.

Not necessarily if you have a witness. Given he was screaming you probably could have got technical assault or a public based offence.

Maybe if I had recorded him or video taped him but I wasn’t thinking that much when I saw him - just trying to assess the threat and the way out.

That's the normal response you get used to it the second time.

cops wouldn’t do anything cuz nothing happened.

That's what I was afraid of they looked suspicious but no evidence.
