My new neighbors moved in not too long ago and I have nothing against them as I don’t know them. It’s a husband and wife with 2 small kids. These apartments aren’t made too well, very thin walls. Like you can literally hear every word anyone says. Not sure if they knew this or not. Well last night they decided to blast their music from 7pm-9pm (10pm you shouldn’t make any type of loud noise in my state) and they were playing their music with a sound system so it’s louder/vibrations. Around 9:30 pm I called the police to tell them to keep it down (and they lied saying they were going to bed but if you’re going to bed it won’t sound like you’re throwing a party towards bedtime) anyways they turned the music down. I was going to go to their door and ask them nicely if they can keep the music down but don’t know how that would’ve went and I’m a single mom alone here with my kid so I felt calling cops was safer. Anyway do you think I did the right thing?
Police should be called when it comes to law and safety. Since the policy says they have a right to play music until 10, you should not have called police at 9:30. It's totally normal and acceptable to knock on their door and provide a small explanation that the music is bothering you. If they are nice people, they would've turned it down or off and everything would be cool between you and them. If it's past 10, you should still knock on their door first because it's more... friendly? And if they refuse, call police. If police arrived at their door before 10 and they find out that it was you who called, there could be some negative relations between you two.

You were in the wrong. You could have called police at 10.01pm but to call before the curfew seems like an overreach and a misuse of their time.
Whilst I can sympathise with your situation, from their point of view they are new to the building, have done nothing wrong and are having the police called on them. They won't feel very welcome

So how to properly respond to loud neighbours having a party.
7 am the next day get out your leaf blower or annoying sounding tools you have and turn them on. Start hammering and banging make all this noise first thing in the morning after they were up all night partying
Calling the cops was the right move; that's what the cops are here for.
NEVER, EVER a good idea to confront people yourself, when you can send the state in for you.

Maybe if you were a little nicer to your neighbors, they'd reciprocate.
Id say you did the right thing, and talk to onsite management, if they exist.
You might contact the apartment management to get a record started on these folks.
If 10 is the cutoff why are you getting mad ar 930?
Constant noise complaints can lead to citations for them. And their confidential.
